Every rule and reward action is a public Solana transaction.

Purchases, promotions, breaches, reward-term changes and payouts are executed by the prop_core program with no human approval step. Trades are never published: each epoch only a Merkle root of the trader's fills goes onchain, which the trader alone can verify.
